In 2015, China set up its first comprehensive pilot zone for cross-border e-commerce. In recent years, the model of cross-border e-commerce pilot zones has become increasingly mature, and the number of cross-border e-commerce pilot zones has expanded to 165, playing an important role in the development of cross-border e-commerce.

Not long ago, The State Council approved the establishment of comprehensive pilot zones for cross-border e-commerce in 33 cities and regions, including Langfang. This is the seventh batch of cross-border e-commerce pilot zones set up in China, bringing the number of such zones to 165. The establishment of a number of new pilot zones for cross-border e-commerce and the development of new business forms and models such as cross-border e-commerce will help stimulate the vitality of foreign trade entities, improve the efficiency of foreign trade operations, stabilize the foreign trade industrial chain and supply chain, and realize the integration of industry digitalization and trade digitalization.

The enterprise products are excellent, and the pilot zone does a good job in guaranteeing various services. More and more Chinese brands will go abroad.

Established in 2015, Hangzhou Cross-border E-commerce Comprehensive Pilot Zone is the first such zone in China. Since its establishment, Hangzhou has always taken the lead in the scale and development level of e-commerce industry in China. It has cultivated 100,000 cross-border e-commerce sellers, registered 4371 overseas trademarks, and imported and exported more than 100 billion yuan of cross-border e-commerce.

"In the next stage, we will choose the best and nurture the strong, and cultivate the waist enterprises to the big sellers." Wu Changhong said that Hangzhou will increase policy support in the cultivation of brand main body, independent station construction, financial support, overseas brand base construction and other aspects, to help Hangzhou cross-border e-commerce into a new stage of high-quality development.

"Since 2021, Xi 'an has focused on building a national gathering center of cross-border e-commerce for China-Europe freight train 'Chang 'an', implementing a new mode of 'customs declaration before packing' for cross-border e-commerce bulk cargo, and improving the customs clearance time of 2-3 days." Wang Moshi, member of the Party Working Committee of Xi 'an International Trade Zone and full-time deputy director of the Management Committee of Xi 'an Comprehensive Free Trade Zone, introduced that Xi 'an International Trade Zone has set up 13 overseas warehouses, distributed in 7 countries such as Germany, the Netherlands, Poland, Czech Republic, Russia, Belarus and Kazakhstan, providing cross-border businesses with "end-to-end, door-to-door" full link logistics services.

In 2022, 198 cross-border e-commerce freight trains were set up in Xi 'an, 1.6 times of the annual transport volume in 2021. The transaction volume of cross-border e-commerce reached 3.51 billion yuan, up 40% year on year.

According to Ma Xuanli, deputy director of Xi 'an International Port and Trade Zone Management Committee, Xi 'an actively builds a "cross-border e-commerce + live streaming" mode by relying on the advantages of the passage of China-Europe freight trains, and opens up a new track of overseas live streaming e-commerce. In 2022, Xi 'an will introduce 11 new live broadcasting projects, build 50 live broadcasting rooms and introduce 200 live broadcasting talents, basically forming a "cross-border e-commerce + live broadcasting" ecosystem integrating cross-border live broadcasting, short video production and anchor training. Since the establishment of China (Xi 'an) Cross-border E-commerce Comprehensive Pilot Zone was officially approved by The State Council on July 24, 2018, Xi 'an has successively established 9 innovation demonstration pilot zones, which jointly promote the agglomeration and growth of cross-border e-commerce industry in Xi 'an by relying on platforms such as aviation, railway ports and comprehensive protection zones.

"In 2022, the transaction volume of cross-border e-commerce in Xi 'an reached 14.427 billion yuan, with a year-on-year growth of 46.4%. Cross-border e-commerce has become a new driving force for the development of export-oriented economy." Xi 'an Bureau of Commerce Director Zhang Vovoters said.

Seize the opportunity and step into the fast track of development

In January 2022, Zibo was approved as the national comprehensive Pilot Zone of cross-border e-commerce. In that year, Zibo achieved 123.41 billion yuan of foreign trade import and export, and the main body of cross-border e-commerce enterprises in Zibo increased by 67% year-on-year, injecting new impetus for building an open city.

Zibo is not close to the sea, not near the river, how to achieve a rapid breakthrough in the field of cross-border e-commerce?

Zibo formulated and issued a package of policies to increase support from the aspects of encouraging the development of cross-border e-commerce enterprises, encouraging the construction and introduction of cross-border e-commerce platforms, supporting the construction of cross-border e-commerce industrial parks, etc., so as to improve the development ecology of the city.

"The city has set up a research group on cross-border e-commerce potential exploitation services, and selected 366 enterprises in the city that are willing to import and export, and whose products fit well with foreign trade, as the target enterprises for precise potential exploitation." Li Jihang, head of Foreign Trade Development Department of Zibo Bureau of Commerce, said that the research team carried out on-site research and service to target enterprises, helped enterprises connect with international channels, talents, capital and other resources, and guided enterprises to carry out cross-border e-commerce business.

As a new city to develop cross-border e-commerce, Zibo still faces some difficulties. "For example, as an inland city, the logistics cost of Zibo is obviously higher than that of other coastal cities. For example, the cross-border e-commerce industry involves comprehensive knowledge and skills such as payment, logistics, customs clearance, network, etc., and we still lack interdisciplinary talents who understand both foreign trade and cross-border e-commerce." Zibo City Commerce Bureau Party Group secretary, director Yin Qidi said.

"In the future, Zibo will continue to make precise efforts and overcome difficulties on the cross-border e-commerce track. Relying on universities and well-known Internet enterprises inside and outside the city, Zibo will speed up the training of cross-border e-commerce talents, expand the scale of cross-border e-commerce, improve the cross-border e-commerce ecology, and gather strength to build a high-level open city."
